DENOMINAZIONE D'ORIGINE PROTETTA UMBRIA
Passage for the Certification of extra virgin olive oil

1. Introduction

The 3A-Parco Tecnologico Agroalimentare dell'Umbria Soc. cons a r.l - 3A-PTA - has been authorised by the Ministry for Agricultural policy (MIAP) to be the control body for the following denominations of origin:
- Lentils of Castelluccio of Norcia (IGP) D.M. 28 January 1999;
- Prosciutto of Norcia (IGP) D.M. 14 December 1998;
- Umbria (DOP) D.M. 30 November 1998.
A fourth denomination is being added to these three
- Young white beef of the Central Appennines (IGP),
its Ministerial Decree in awaiting signature in the MIAP
Such a situation places our company in a highly responsible position for relations between Producers, Transformers, Consumers and Institutions. Hence, it is the task of the 3A-PTA to control and guarantee that products issued for consumption with certification of origin conform to production regulations. To this end, and in compliance with regulation UNI CEI EN 45011 "General criteria for Product Certifying Bodies", the 3A-PTA has had to coordinate methods and resources so as to ensure control of:
- the subjects of the process (location, identification, traceability;
- registration carried out by transformers (identification, traceability, quantification, qualification);
- the product on packaging (identification, traceability, quantification, qualification).
To carry out the above, a specific working reference document for each denomination of origin has been compiled by the Technical Secretary: The Control Regulations

2. Control Regulations

The Control Regulations for the Denominazione di Origine Protetta Umbria extra virgin olive oil, RDC 02, is the reference document for the 3A-PTA's execution of conformity controls identified on the basis of the previsions for Production Regulations published in the GU of 20 August 1998 - DM 6 August 1998. The RDC 02 was compiled in agreement with the 3A-PTA and the Associations of Producers. This document was then the object of examination by an MIPA-Regions work group which gave a favourable appraisal which led to a ministerial decree granting authorization.
The RDC 02 determines and describes:
a) the roles, responsibilities and registration documents necessary for activities of SELF CONTROL carried out by subjects involved in the production process;
b) the roles, responsibilities, registration documents, resources, object and activities necessary for CONTROL carried out by the 3A-PTA on structures, processing and obviously on the product, in conformity with Norm UNI CEI EN 45011.
The Control Plan, Flow sheet controls and in more detail the brief Scheme of requisites, conformity fulfilment and relative control measures adopted by the 3A-PTA present in RDC 02, concisely relate every single relevant phase of the productive process which is considered a requisite of conformity to the requisites specified by the Production Regulations; obviously, in conformity with the 3A-PTA Quality Manual, all controls carried out and the relative control documentation and records are submitted to the careful examination of the Certification Committee foreseen in the certification scheme. This Committee, composed of 9 members representing producers transformers, public bodies and the scientific world, deliberates the granting of the Conformity Certificate which represents the official document for the conformity of denomination of origin products to the Production Regulations. Should there be controversy or appeals the Appeals Jury expresses the final judgement regarding acceptance or refusal of the appeal presented and therefore the granting or not of the aforementioned Conformity Certificate.

3. Certification

Given that all requests which conform to the prescriptions of the Production Regulations for DOP UMBRIA can take advantage of the denomination of origin, the principle activities foreseen for obtaining certification are summarised below:
- The olive growers communicate basic information either directly to the 3A-PTA or via their own Association. On the basis of this data the Technical Secretary of the 3A-PTA sees to the inscription of the olive grower in the Register of olive groves. At the oil mill, the olive growers complete a declaration of conformity of their olive grove for management, location and unit production specific to the geographical mention it belongs to. The 3A-PTA programmes verification of the olive-grower for relative conformity checks.
- The oil mills communicate basic information either directly to the 3A-PTA or via their own Association. On the basis of this data, the Technical Secretary of the 3A-PTA sees to the inscription of the oil-mill on the Register of oil-mills. During the oil season, the oil mills ensure that the foreseen measurements are carried out. The 3A-PTA programmes verification with the oil millers for the relative conformity checks.
- The applicant or person who sees to the packaging of the oil obtained from the pressing of the olives originating from the geographical areas foreseen in accordance with the Production Regulations for the DOP Umbria extra virgin olive oil, coincides with one of the above mentioned subjects. When the packaging lot has been made up, the applicant agrees on the collection of samples with the Technical Secretary of the 3A-PTA. After the whole of the client's production cycle has been checked, the 3A PTA sees to the carrying out of chemical, physical and organoleptic analyses of the sample collected and communicates the analytical and organoleptic results. On a positive result of the tests and analysis, the batch may be packaged. It is necessary to wait for the deliberation of the Certification Committee which awards the Certificate of Conformity before trading.

4. Labelling

The labels of DOP UMBRIA oil conforming with the prescriptions of the Regulations and RDC 02 must follow the following regulations (in addition to labelling norms currently in force):

a) The DOP UMBRIA name must appear on the label in clear indelible letters in colouring which contrasts strongly with the colour of the label so that it can be clearly distinguished from the rest of the indications which appear on it.
b) It must bear geographical mention; the size of the letters used must not be greater than those used for DOP UMBRIA.
c) It is forbidden to add any qualification not expressly foreseen in the Regulations, including the adjectives "fine" , "chosen", "selected", "superior", but it is permitted to make true use of names, firm styles, and private trade marks, provided they do not have laudatory meanings and are not such as to mislead the consumer.
d) It is compulsory to indicate the year of production of the olives from which the oil is obtained.
e) It is compulsory to include an alphanumeric code which permits immediate correlation of the product contained in the packaging, the relative packaged lot subject to sampling , the test report; or it is compulsory to indicate the statement " Organismo di Controllo: 3A- Parco Tecnologico Agroalimentare dell'Umbria" or alternatively the statement "Organismo di Controllo" followed by the 3A PTA logo.

Inclusion on the label of the following information is optional:

g) Use of the names of the companies, holdings, farms and their territorial locations, as well as reference to packaging in the olive-growing company or association of olive-growing companies or olive-growing company situated in the production area is permitted only if the product was obtained exclusively from olives picked in the olive-groves making up the company and if pressing and packaging took place in the company itself.
h) The use of other geographical indications referring to comunes, fractions, holdings, farms from which the oil actually derives is permitted provided the whole cycle from production to packaging takes place within the geographical indication itself. In this case the letters used must not be more than half the size of those used for DOP UMBRIA.
i) It is permitted to use the European community symbol in accordance with Reg. CE 1726/98 of the Commission of 22 July 1998, published in the GUCE series L224 of 11 August 1998.
